AlertPA, Free Service Can Keep You Informed During An Emergency
As you know, emergency situations can arise at any time. From severe weather, to health-related alerts, and everything in between, it is important that you and your family are not only prepared for such an emergency, but that you receive information regarding the situation as quickly as possible.
Pennsylvania uses AlertPA to provide citizens with timely information to assist them in making informed decisions during an emergency. AlertPA delivers emergency and weather alerts, health notifications and updates to steer, guide and warn you on all your devices.

Free Home Safety Check, Home Repair
Safety for Seniors, a service offered by Interfaith Volunteer Caregivers (IVC).
IVC is a program of Family Services of Western Pennsylvania. Through Safety for Seniors, adults age 60 and older living in Allegheny County can receive free home safety checks.
The Safety for Seniors program has three levels of service:
Tier One - Trained volunteers conduct a brief but thorough home safety assessment using a written checklist. They install smoke alarms and nightlights and provide baking soda, a bath mat, and a flashlight along with some basic home safety information.
Tier Two - A professional contractor assigned by IVC completes minor safety modifications recommended by the volunteers in the initial assessment. Generally, this level of service entails installation of grab bars or hand rails.
Tier Three - IVC identifies outside service providers that can complete major home repair/modifications recommended in the Tier One needs assessment. IVC staff will assist clients in determining their eligibility for home repair programs and applying for them.

Beaver County Home Improvement Program
The Beaver County Home Improvement Program was created in order to provide financial assistance to eligible owner/occupants of residential housing for the rehabilitation of their homes. This financial assistance is offered in the form of a 0% Interest Loan/Deferred Payment Grant, which will be secured by both a 0% Interest Mortgage and a Promissory Judgment Note with concurrent terms of six years each. The amount of the assistance will vary across a three tier system based upon household income and is to be used to return the housing unit to a code compliant condition with a secondary emphasis on energy conservation.

Westmoreland County Weatherization Program
A free Energy Efficient Program offered to both low-income home owners and renters who live in both houses and mobile homes.
For houses the program can provide: attic and crawl space insulation, sill plate insulation, replacement of broken glass, exterior door weather-stripping, replacement of exterior doors, interior caulking, furnace clean and tune and/or furnace replacement. (Furnace replacement for homeowners only)
For mobile homes the program can provide: belly board insulation and ceiling insulation, door and window replacement, hot water tank wrap, repair or replacement of exhaust fans, furnace clean and tune and/or furnace replacement. (Furnace replacement for homeowners only)

Westmoreland County (Home) Rehab Program
Provides roof or furnace replacements to homeowners in Westmoreland County, except for the cities of Arnold, Jeannette, Monessen, New Kensington and Scottsdale.
The program is offered to qualifying owners of both houses and mobile homes.
The program provides a $3,500 grant for either the replacement of a roof or furnace. The work is performed by our direct hire staff or our sub-contractors.
This is a one time grant and is not a reimbursement program. If replacement costs exceed the $3,500 grant amount, the homeowner is responsible for the additional costs

Carrier Alert
For: Anyone 60 years of age or older or disabled residing in Allegheny County.
The letter carrier (U.S. Postal Service) may watch for any signs of distress such as an
unusual accumulation of mail. If the letter carrier finds an accumulation of mail, he or
she may report this to the postal supervisor who will report it to the Area Agency on Aging.
The Area Agency on Aging will then try to contact the customer by phone. If he/she
cannot be reached, the agency personnel will try to contact a friend or relative who
has been designated.
If a friend or a relative cannot be reached, the Area Agency on Aging will contact the
police to check on the health and well-being of the customer.
You are invited to register for this free service so that a letter carrier can help you if
you need it.

Home Weatherization Program
The Pennsylvania Department of Community and Economic Development operates a home weatherization program in each county. Weatherization services are provided at no charge to eligible individuals or families. No lien is placed on the property. These services are available to both homeowners and renters (renters require permission of the landlord).
The program also provides crisis assistance to participants in the Low Income Home Energy Assistance Program (LIHEAP); referrals for crisis assistance must be made by the County Assistance Office.
Those eligible: Individuals and families whose income meets those specified for the program; eligibility for the crisis program requires a referral from the County Assistance Office.

Low Income Home Energy Assistance Program
The Pennsylvania Department of Public Welfare administers the Low Income Home Energy Assistance Program (LIHEAP) through the county assistance offices. This program helps low income families pay a portion of their winter heating bills. The program operates during the winter heating season, generally between November and March.
The Low Income Home Energy Assistance Program is not a welfare program or a loan. No lien is placed on the home and the consumer does not have to pay the money back.

Allegheny County property owners with primary residences in the county can have the property assessment value of their home reduced by $15,000 for county tax purposes only.
Applications must be submitted by March 1 for the tax exclusion to be in effect for the current year and future tax years. Residents who have already filed for the Act 50 exclusion do not need to file again. Also, if you previously filed and qualified for the Act 50 exemption, you are automatically registered for the Act 72 exemption. The VITA Program offers free tax help to low- to moderate-income (generally, $49,000 and below) people who cannot prepare their own tax returns. The VIP Program
The VIP program, sponsored by the Young Lawyers Division of the ACBA, is presented for Senior Citizens and their care-givers to emphasize the importance of organizing and preserving certain documents. It covers such topics as wills, health-care and financial powers of attorney and living wills.
The program is free to Senior Citizens and their care-givers and is presented by a panel of three attorneys who discuss the topics and answer questions asked by the audience.

The Allegheny County APPRISE Program counsels people with Medicare about their rights and options.
